Wanted Child Sex Suspect Pulls a Gun on a Phoenix Jump-Out Crew. He Doesn’t Get a Second Move.

A 56-year-old felon is rolling westbound on Pinnacle Peak Road. Warrant out for sexual conduct with a minor.

He has no idea Phoenix PD’s Tactical Support Bureau is already on him.

He’s about to find out.

The Setup

June 11, 2026. Just before 6:00 PM. 23rd Avenue and West Pinnacle Peak Road, North Phoenix.

The Fugitive Apprehension and Investigation Detail had James Glenn, 56, under surveillance. K-9 Unit rolling with them. Two veteran officers in the stack — 23 and 18 years on the job.

This is what TSB does. Hunt wanted felons. Take them down in the open. On their terms, not the suspect’s.

The Takedown

K-9 officer deployed a Grappler. Vehicle interdiction tether locks onto a rear wheel and stops a moving car in the roadway. Glenn’s SUV came to a stop right where it sat.

Unmarked unit pinned the driver’s door shut.

This is a tactical team playing cars. Boxing him in. Taking his options away before he knows what’s happening.

He had one good move. Hands up. Comply.

He made a different one.

The Shooting

Per Phoenix PD, the moment the Grappler hit, Glenn was already reaching to the passenger seat. He came up with a handgun and raised it.

One officer fired a handgun. The K-9 officer fired a shotgun. Both rounds struck Glenn.

After he was down, a 37mm less-lethal round verified it was safe to approach. Standard. A downed armed subject stays a threat until you prove otherwise.

Phoenix Fire pronounced Glenn deceased at the scene. The briefing reported no officer injuries.

Graham v. Connor

The Fourth Amendment standard from Graham v. Connor, 490 U.S. 386, asks whether the force was objectively reasonable from the perspective of a reasonable officer on scene, judged on the totality of the circumstances at the moment force was used — not in hindsight.

Severity of the crime: felony warrant for sexual conduct with a minor.

Immediate threat: cornered fugitive raising a firearm at close range.

Resistance: armed, refusing the obvious surrender option, presenting deadly force.

The analysis isn’t close. Pull a gun on the police, get smoked. That’s not a slogan. That’s the law and the training, and they line up.

Tactics

Look at what TSB actually did.

They controlled the time and place. Glenn didn’t get to pick where this went down. They did.

Grappler took the vehicle out of play. Unmarked truck pinned the driver’s door. Mixed force options on the threat — handgun and shotgun. Less-lethal staged for the approach.

That’s a crew that knows what they’re doing. The jump-out boys. Deliberate. Planned. Boxed him in before he had a chance to make this anything other than what it became.

When Glenn made the worst possible decision, the team was already in position to end it before he got a round off.

Investigation

The Arizona Department of Public Safety’s Major Incident Division is conducting the criminal investigation. The Maricopa County Attorney’s Office will review for legal sufficiency.

The Last Word

Glenn had a warrant for one of the worst categories of offense a person can carry. He had a vehicle. He had a handgun in the passenger seat. The second that Grappler hit, he had one good move and a long list of bad ones.

He picked the worst one.

Easy work. Pull a gun on the police, get smoked. That’s how it goes around here.
