Authorities say more than 20 potential victims have yet to be identified as the case remains active.
A 40-year-old Grover Beach man has been identified as the suspect in an electronic peeping investigation at a Planet Fitness gym in Arroyo Grande, California, after investigators recovered more than 50 videos showing women inside the facility’s tanning and red-light therapy rooms without their knowledge.
The Arroyo Grande Police Department publicly named Kyle L. Combs after holding his identity back during the active investigation. Police say they used gym surveillance footage and witness accounts to identify him as the person who entered the tanning area and filmed women who were nude or partially nude. The recordings are alleged to have taken place throughout 2025, from January through December.
Forensic review of recovered materials confirmed the existence of more than 50 videos. Investigators have so far identified 23 of the women believed to appear in those recordings, but authorities say more than 20 additional potential victims have yet to be identified and the investigation remains open.
No charges have been filed against Combs as of this report. The Arroyo Grande Police Department said it planned to submit the case to the San Luis Obispo County District Attorney’s Office by the end of last week, with use of a concealed recording device in a private area listed as the potential charge. Whether the DA’s office pursues prosecution is its determination to make.
The case has already generated civil litigation. At least one lawsuit has been filed directly against Planet Fitness, including a suit brought by an 18-year-old who says she realized she was being filmed while inside a tanning bed and reported it to police. That lawsuit alleges the gym is liable for gross negligence, intentional infliction of emotional distress, and violations of California civil rights law. It seeks financial compensation and demands operational changes at the facility.
Planet Fitness has said the safety and privacy of its members is its top priority and that it does not tolerate behavior of the kind alleged. The company confirmed that the suspect’s membership was canceled and said it has been cooperating with local law enforcement throughout the investigation.
